The Roane County School Superintendent performs many duties in his role as the academic leader for schools and liaison between district employees and the school board. The superintendent of schools administers the direction of the RCS school board, as well as managing the financial and facility-based needs of Roane County students and staff.

Dr. Mickey Blackwell is the Superintendent of Roane County Schools. He has twenty-one years experience as a teacher and administrator; he has taught English, Speech, Journalism, Yearbook, and Computer Technology. Dr. Blackwell has advanced degrees in Public School Curriculum and Public School Leadership, and a Doctoral degree in Public School Administration. As a principal, his schools were recognized for excellence in the arts and athletics and received recognition as a West Virginia School of Excellence and West Virginia Exemplary School.
